Quality Childcare isn't Expensive...its Priceless!

Hours: Monday - Friday 5:00 am to 5:00 pm

Debby’s Childcare fiscal year runs from Sept. lst to August 31st of each year.
This handbook is updated annually.

Meals

Our meals are the BEARY best!

We participate in the Providers Choice Food Program. We serve nutritionally balanced, attractive, highest quality food each day at no extra charge to the parents. Craig does most of the meal preparation. Children are offered the meal, not forced to eat. They are encouraged to try new foods. Those who choose not to eat will not be served something else until the next scheduled meal or snack. All children will be served meals if they are present during the scheduled meal times. If they miss a scheduled mealtime then it is the parents who is responsible for feeding the child. Infants: We will supply baby food and cereal, parents will need to supply infant formula or whole milk until the child is one yr old.

Our meal and snack schedule is as follows:

Breakfast: 6:30-8:30 am
Morning Snack: 9:45-10:00 am
Lunch: 11:30-12:15 am
Afternoon Snack: 3:15-3:30 pm

Preschool Program

Beginning at a willing age, usually around the age of 2 1/2, We offer a preschool program to children in our care. There is no additional cost for this program to the parents. We are currently using the program entitled, “Funshine Express”. We use the program 3-5 days each week. On the other days, during out “Special Time”, we learn songs, read stories, fingerplays, etc. Children of all ages participate in this Special Time, even the littlest ones quickly learn the songs and fingerplays and enjoy listening to the stories. We really enjoy the program because it is flexible, fun, educational, and it allows us time to enjoy other activities too. There is also a weekly parents note that is sent home with you each week which includes some of the songs, books, etc. so you can participate along with us at home! The preschool program runs September through April or mid-May. During the summer months we still do a “Special Time” program, but we use themes that have been gathered from various other places. It also includes the older school age children, who love participating in our summer daycare activities as well.

Safe Environment

Child Care Providers have a BIG heart!

We have a fenced in outdoor play area with lots of room to run and play. The furnace room in not accessible to the children, fire extinguishers are kept on both levels and checked annually, as well as smoke detectors and carbon monoxide detectors. We practice fire drills and tornado drills monthly. Poisons and medications are kept out of reach. Our facility is professionally cleaned weekly, and we also provide daily upkeep. We provide supervised play areas. We are fully insured. We are inspected annually by the department of family services, quarterly by the food program, weekly by Head Start, our well water is tested annually to insure safe drinking water. The fire marshall has inspected our home and rehearsed fire drills with us. All of this is to insure the safety and wellness for your child while they are in our care.
Chemical Usage Policy: The license holders, childcare providers, employees, subcontractors, and volunteers of this facility when directly responsible for persons served by the program, are prohibited from abusing prescription medications or being in any manner under the influence of a chemical that impairs the individual’s ability to provider services or care. All of the above have been trained by the license holder regarding this chemical abuse policy.

Child/Adult Ratios

The State of Minnesota allows us to care for up to 14 children each day. Of this total, no more than 4 shall be infants and toddlers. Of this total, no more than 3 shall be infants. A total of 10 children under school age plus 4 school age children per day.

Free Play

There is time each morning and every afternoon for plenty of free play both indoors and outdoors when the weather permits. TV Time: The TV is on for cartoons before 9 am, and after naps for those who choose to watch cartoons. At noon we may watch a movie that the children take turns choosing.

Pets:

We love animals here, and so we have daycare pets! We have fish that the children enjoy watching & feeding, and we also have a golden retriever/golden lab dog, Casee. Casee has been raised in our daycare and she feels that she is one of the kids. She is very gentle and loves the children. She is up to date on all her shots and has had obedience training.

Other Activities
include painting, coloring, play dough, puzzles, games, computer (just for the kids!), sandbox toys, riding toys, swings, sliding, large muscle activities, creative movement activities, small muscle activities, cognitive activities, plus much much more. Please read my page on “Just Playing” to learn the importance of play.

What to bring for your child

Each child has their own cubby in which they can store their personal items. I request that you make sure your child has the following:

1. A change of clothing
2. Diapers and Wipes & formula (for infants/toddlers)
3. Proper outdoor winter clothing: boots, snowsuit, mittens, hat, etc.

Parents Responsibility

* The person picking up or dropping off this child must sign the children in and out of daycare every day, each and everytime the child arrives or leaves. This person must also have visual contact with the provider. Make sure that if someone other than yourself is to pick up your child that we have a note from you in writing, prior to the drop off/pick up.

* Bring your child well rested, clean/bathed, and appropriately dressed for indoor and outdoor play. Socks & Tennis shoes are required for outdoor play. No sandals, jellies, or bare feet. This is for the health and safety of the children. * Pick up your child at the scheduled time, if you are going to be late, please call.

* Take an interest in our program and talk with your child about the activities at childcare.

* Notify me as soon as possible, if your child will not be coming for a scheduled day.

* Discuss the house rules with your child and respect them.

* You are required to give me a 2 week notice of vacations, other leaves, and of termination. Payment for the 2 week notice period is due whether or not the child is brought to my childcare. . Thank you for respecting this request. Payment for time off is due prior to vacations or other leaves. Parents are encouraged to take their vacation time at the same time that we take our vacation time if possible to avoid having to find back-up care.

* Arrange for a back-up caregiver in the event that we are unable to provide care on a given day.

*During toilet learning, pull-ups or training pants will only be used when toilet training has begun with some degree of success at home and while they are in our care. Your child must be able to verbalize his or her needs during toilet learning, and have remained in a dry diaper for at least 2 days before the switch to underwear is made.

* Notify us immediately of any contagious illnesses. (see illness and medication policy)

*Please do not enroll your child in an afternoon preschool program if you expect them to have their lunch here. Morning preschool isn’t a problem as it does not interfere with our lunchtime schedule. If you must enroll your child in an afternoon preschool program, it will be your responsibility to feed your child lunch on those days. When enrolling your child in a “morning” preschool program, please be aware that your child will miss our “free” preschool program time, when it falls on the same days.

House Rules

Child Care Providers are special Angels

1. No Candy or Gum is allowed. When sending special treats, please choose healthy snacks instead of sweets. Also be sure there is plenty of snacks for everyone present.
2. No Running or rough play in the house.
3. No Shoes or Boots are allowed beyond the entry room floor. Parents and Children! Remember, your child plays on these floors. :-)
4. We are not responsible for lost or broken items that children choose to bring from home.
5. Limit toys, books, etc. to one item per day. Please NO small things that the little ones could put in the mouths.
6. All children will be given an opportunity to rest in the afternoon.
7. There is no physical punishment in my childcare. A child may be removed from the play group or item for a cooling off period for a period of 5-10 minutes.
8. We can not accept sick children into our care. If your child becomes ill while in our care, you will be notified and your child will need to be picked up within an hour. “Ill” means one of the items on the illness and med. policy.

Grievance Procedure:
It is the grievance procedure of this childcare, that anyone having a grievance must bring the grievance in writing to the highest level of authority. The first step in filing a grievance must be given in writing to the license holders (Craig & Deb ****). After discussing the grievance with the license holders at a scheduled conference, if you feel that the providers are still in violation of any state childcare regulations, then the grievance should be brought before the next level of authority, that being the KCHSD. childcare licensor. She will then look into the situation and determine if a correction order must be given for a violation of a rule set by the Minnesota Department of Human Services. Any and all grievances must follow the proper steps as listed above.

Weather Restrictions
Children under the age of 30 months can go outdoors when the weather is above 20 degrees or below 90 degrees. Over the age of 30 months can go outdoors when the weather or wind chill is at zero or above, and under 90. Providers ultimately make the final decision. Children will not be allowed to go outdoors without proper outdoor clothing or in inclement weather. Shoes and socks must be worn for outdoor play. No sandals, jelly shoes, or bare feet are allowed during outdoor play due to health and safety concerns.

Smoke Free Environment
For the health and safety of everyone, this childcare has been designated as a smoke-free zone. No one is allowed to smoke around the children, indoors or outdoors. If you are a smoker, please refrain from smoking in front of the children and when transporting your child to daycare.

Non-Discrimination
We do not discriminate in relation to admissions on the basis of race, creed, color, national origin, religion, or sex.

Insurance Coverage
We carry a separate daycare liability insurance policy which covers medical expenses due to injury while children are at daycare. More information about this policy is provided at: http://www.acainc.org/MN_insurance_program.phtml

Chemical Usage Policy
The license holders, childcare providers, employees, subcontractors, and volunteers of this facility when directly responsible for persons served by the program, are prohibited from abusing prescription medications or being in any manner under the influence of a chemical that impairs the individual’s ability to provider services or care. All of the above have been trained by the license holder regarding this chemical abuse policy.

We are allowed to take 2 professional days off for continued education, for which we are paid. They will be non-accumulative. You will be given at least a 2 week notice of these personal days, unless in an emergency. We will also give you at least a 2 week notice of our vacation time and professional days.

Holidays & Vacation time prevent burn out of a childcare provider. Childcare is a rewarding job but it is also a very high stress job. In order for us to be the best providers we can be we will need time off to relax with our family, accomplish household tasks and attend training conferences.

PARENT/CHILD VACATIONS, SICK DAYS, ABSENCES

At our childcare, you pay “PER POSITION” which means that the position is held just for your child & is not based on attendance. There will be no refunds or adjustments made to your child care fees for any time missed due to illness, holidays, vacations or days off. A place has been reserved for your child that cannot be filled on a short-term basis.

Just like other bills, cable, telephone, gas, electric, we are charged and pay the full service amount per month, whether not you use them the entire month. We are not given a break in price due to vacations, illness, etc….

COURT FEES

Any court fees, including but not limited to: filing, attorney fees, serving papers, garnishing wages, mailing certified letters, and anything else we have to do pertaining to our court date or decision, to obtain payment from you will all be at your cost. This will also include any late payment fees. Please make sure you pay, and on time to avoid any court costs to you.

OTHER ADDITIONAL COSTS TO YOU

Swimming lessons, pool admission fees, other field trips (School-age children only) will be the responsibility of the parents to pay. Parents will need to supply a car seat if necessary

If anything gets broken in our house as a direct result of your child not following house rules, you will be responsible for the replacement cost of that item and anything else broken or damaged in the process.

HOLDING FEES

If you are a current client and are laid off, or for any other reason do not bring your child for weeks at a time, you will be required to pay ½ of your regular weekly payment for that time to hold your slot until you return or if not terminating care. If terminating the position then the two weeks notice comes into play with full pay.

If you are a teacher and have the summer months off, you are required to pay a minimum of $100. per month per child during the summer months and are encouraged to bring your child at least once a week to keep them familiar with their daycare friends and us. New clients will be charged a holding fee of $100 per month to hold the position secure until your child attends, this will be non-refundable. A current client having a baby and wants that child to attend will also pay the $100 per month to hold the position secure until this child attends. This also will be non-refundable.

Our Mutual Responsibilities

*Treat each other and the children with respect
Communicate on a regular basis about your childs new skills, fears, nutrition, interests and joys.
*Plan together for a consistent program of toilet training at an appropriate age. *Agree to feel free to discuss any suggestions, concerns, or ideas that will benefit this childcare.
*We operate our childcare in a “family-type” atmosphere. We must work together to raise healthy, happy, well-adjusted children.

ADMISSIONS & ENROLLMENTS

Enrollments are based on space available. There are forms that will have to be completed prior to your child attending daycare. We would like to have an observation visit, approximately 1 hour with your child during business hours, and you may stay with them.

The following forms are required to be filled out and at the daycare prior to the first day of attendance:

1. About your child – (green)

2. Immunization form – (white) – and updated regularly

3. Parent & Provider Rate Agreement and Contract signed and dated (white w/large lettering, required annually)

4. Verification of policy handbook initialed and dated – (yellow)

5. PCI food program enrollment form – (pink 3 part)

6. Permission to Administer form – (purple – required annually)

7. Media Release Form – (blue)

8. Enrollment fee and holding fee rate in advance

TRIAL PERIOD

There is a two-week trial period for each child. Either party may terminate this agreement within this period, via phone, in person, or in a letter, with or without cause. Lack of consideration for your provider is a good way to be terminated as well as disrespecting us and our child-care policies. We will not tolerate lack of respect in our Child-care business

CONFIDENTIALLITY

All of the above information will be kept confidential and will only be released to authorized persons such as but not limited to: State licenser, police department, Health and Social services. This information will also be available to any back up person if needed to better care for your child.

TERMINATION

We require a 2-week written notice prior to termination. At this time the 2-weeks payment will be due whether your child attends or not. Terminations will not be accepted during a family or providers vacation time. We will also give a 2-week notice of termination, but we reserve the right to terminate at any time for but not limited to:

1. Failure to pay fees or on time

2. Failure to comply with policies

3. Failure to meet the child’s needs

4. Failure to attend regular hours as scheduled

5. Failure to complete forms in a timely manner

6. Child not adjusting to daycare or provider

7. Lack of parental co-operation & respect for me & my business
8. Lack of communication between provider and parent.

9. Child excessively biting or hurting another child or adult. (to be discussed)

10. If you attempt to conceal an illness with medication before bringing your child to daycare.

11. Behavior from an uncontrollable child that is harmful to themselves or others will be terminated immediately.

OUTDOOR PLAY

The time spent outdoors is much more than a recess. This time allows the children to use their large motor skills and muscle coordination. It is also the right time to be loud, active and run! Even in cold weather a child can enjoy being outdoors. This can be possible if you provide the proper seasonal gear: hats, boots, mittens, snow pants. And in the summer we will need swimsuits, towels, and sunscreen.

CLOTHING

The clothing they arrive in should be comfortable, washable, and playground wearable. We do a variety of messy projects and we do not want to have to worry about getting your child’s “good” clothes dirty. For the safety of your child please do not send them in sandals or jelly shoes, this makes it difficult for them to run and kick balls around, or ride the tricycles. Clothing during toilet training should be easy for the child to take off and put on by themselves. Please have plenty of extra clothes to change in to in the event of an accident during toilet learning time. We also require a full change of clothing to be kept at the daycare for any other spills or accidents that may happen. This includes socks and underpants. This is required for all children.

NAPPING – REST TIME

It is required that all children under school-age have a rest time. We will provide children over the age of 2 with a mat and cover for naps; under the age of 2, we will provide a playpen. Also if under the age of 5 they can bring a small blanket from home to have at naptime only if desired. Those that are not sleeping after ½ hour can have quiet play, like books, puzzles, coloring, etc.

NATURAL DISASTER PLAN

In the event of a natural disaster, it is the policy of Debby’s Giggles & Wiggles Childcare not to send children home unless conditions are safe. Children may have to remain at the daycare for many hours following a significant storm, severe weather or until it is safe.

FIRE – We have a meeting place outside in the sandbox or in the garage if bad weather. Then 911 will be called and following that all parents will be notified.
TORNADO – We will be under the stairs in the basement shower which is made of cement with a flashlight, extra batteries, radio, blanket, snacks and games. We will remain there until it is safe to come out.
STORM WATCH/WARNING – we will stay in the basement with the radio on monitoring the weather, if it becomes bad we will go under the stairs again as above, with all the necessities there. We will remain there until it is safe to come out.
AT NO TIME SHALL A CHILD LEAVE THE PREMISIS UNTIL THE SITUATION IS SAFE

POLICY CHANGES

Debby’s Giggles & Wiggles Childcare reserves the right to make any policy or financial changes at anytime when it is in the best interest of the daycare and will not compromise the quality of the children’s care. All changes will be given at least a two-week notice. Each contract will be reviewed annually in August and take affect the first of September. Contracts are good for one year September to August.

WAIVER

“Lack of enforcement of a certain policy at any time does not indicate that the particular policy is no longer in effect”. If we do not exercise a right that is provided by this agreement that does not mean that we have given up that right. And failure to enforce one or more terms of this contract does not waive the right to enforce any other terms of the contract.

TAXES

A year-end total of the amount paid for your childcare services here will be given to you at your request after January 15th.

Illness and Medication Policy

Before illness strikes, plan ahead! You will need to arrange for substitute care if you cannot stay home with your ill child, or if I become ill. PLEASE make arrangements for a back-up caregiver now, before illness strikes. Check with grandparents, neighbors, friends, or maybe I could suggest someone who can help you out if needed.

Please keep your child at home if he/she has:

*Temperature of 100 f (underarm) or 101 f. (rectal) Child needs to be
fever free for 24 hours before returning to childcare.
*Conjunctivitis - an eye infection commonly referred to as “pink eye”
*Head Lice *Severe cold. *Excessive nasal discharge.
*Rashes - that you cannot identify or have not been diagnosed by a dr.
*Flu - with either diarrhea or vomiting, keep the child home 24 hours AFTER the symptoms have ended.
*Impetigo *Strep Throat *Bronchitis
*If your child becomes sick without obvious symptoms.
*Specific contagious diseases - measles, chicken pox, mumps, etc.

It is our responsibility to do everything possible to prevent contagious infections form spreading to the other children in our care. If your child develops an illness while in our care, they will be isolated from the other children and you will be contactus so that you can immediately make arrangements to pick your child up. Althought it may seem inconvenient when your child is sent home, you will appreciate knowing your child's exposure is minimized when other children are ill also.

According to the DHS, Rule 2 standards, you must notify me within 24 hrs of the diagnosis of any contagious illness or parasitic infestations so that we can alert the other parents of the children in our care.

Prescription Medications:

DHS Rule 2 states that We must obtain written permission from a doctor or dentist prior to administering any prescription medicine. The medicine with the child’s name and current prescription information on the label constitutes the written permission. This medicine must come in the original bottle. You may want to ask your pharmacist to divide it into 2 bottles so that we can keep one and you wouldn’t have to worry about forgetting it at home. We must also have written permission from you to administer any non-prescription items such as sunscreen, Tylenol, etc.

Discipline Policies

In order to maintain a safe and educational facility we must adhere to a discipline policy. In the event a child is having behavior problems my policy is as follows:

*We will first speak to the child, or the child’s eye level, in a positive manner. We will discuss the problem and what the child needs to do in order to correct it.

*In the event that our talk does not work in correcting the problem, We will deny the child privileges, such as five minutes of playtime. We will NEVER deny the child food.

*We will place the child in the thinking chair if he or she is 2 yrs of age or older, and the child will be placed there for no longer than one minute for each year of the child’s age.

*As a last resort between the child and I, the thinking chair will be used. This time in the thinking chair will never exceed 5 minutes. We will not use corporal punishment, under any circumstances.

*In the event that any of the above does not work, a meeting will be required between the child, the parents, and myself to discuss what else might be done to correct the problem.

*We will do our best to work with you on any concerns or questions that you may have regarding my discipline policy or your child’s behavior while here at my childcare.

*If we work together, it will all run quite smoothly.

Provider Expectations

We expect all children (age taken into consideration) to know the rules of the house. These we assume are quite similar to the ones they must follow in their own home. We don’t intend these to sound as though we don’t allow the children to play and enjoy themselves. But we feel it is important with the number of children in a daycare to follow these rules to insure safety and lower maintenance of my home. Please take time to go over this page with your children.

*no hitting, biting, kicking, pushing, etc...
*no throwing or intentionally breaking anything
*no running, jumping, climbing or wrestling in the house. These are outdoor activities
*no picking up babies or toddlers (it is a law)
*no leaving the house or yard without permission. All children outdoors must be supervised at all time by an adult.
* no name calling, teasing, etc. Everyone deserves to be treated with respect!
*Please remove your shoes at the door. At no times are shoes allowed on the carpets.
*Please avoid bringing foods or drinks unless enough is brought for all. For the sake of hair, clothing and carpet No GUM!

*Please do not brings toys from home. Movies which are appropriate for small children are OK. Any other toys risk getting lost or broken.

*Sometimes at pick-up time children may get rowdy because someone else is here. (you, ~wink~) Please show your child you respect us and our rules by reminding them and enforcing the rules while you are here.

*Sometimes events at home may reflect on your childs day while here. Please let us know of any such events so we can better comfort the child or handle the situation as needed.

*Please don’t expect our home or your child to be spotless when you arrive. We do alot of messy things during the day and have alot of fun doing it! We will try to keep them as clean as possible.

*Please treat our profession with respect. We are child care providers and this is our chosen career. We are not a baby-sitters. (in fact, we’ve never sat on a baby once!) Please remember child care is a high stress job and we do need a vacation or personal days off each year.

*Please treat our family and home with respect. We are just a normal family like yours. We each need our time and space away from daycare.

*Please remember that there are time we have places to go or appointments that we have to meet at the end of the day. For this reason please don’t be late. Daycare hours end at 5:00 pm.

Thank you for your time and understanding and we're sure this will help insure a great relationship between your family and ours.
